I once read a short story narrated by a cat.  He was on the first mission out of the solar system and it turns out that there is some type of radiation from the sun that causes stupidity.  As they get further and further out,the animals get smarter, starting with the smallest. The lab animals become telepathic and the cat is working with the mice for the lab animals to escape.  Sound familiar?

I finally worked out what the answer was to your question. The story is called The Conspirators and is by the author James White.

I have read most of the short stories and books produced by the Top 80-100 authors in the SF field, as well as more obscure authors such as Robert Sheckley, and can answer any queries regarding author, title or theme of a science fiction short story(or novel).
