Answer
Go to your local craft supply store.  They will have an entire aisle with candle-making supplies.  Buy some wax and buy some scent and some string for wicking.  You might also want to buy some coloring so you can make colored and scented candles.  If you don't have access to a craft store, use old non-scented candles, a few drops of perfume, and kitchen string.

You'll need an old pot to melt the wax in.  You won't be able to use it for food afterwards, so use a junky old pot or pick one up cheap at a rummage sale.

Then you need to decide if you will make dip candles or molded candles.  For molded candles, you will need a mold to pour the melted wax into so it can harden into candles.  They sell molds, too.  Or you can make your own mold using sand and push a wooden dowel (or a candle) into the sand to make a candle-shaped hole.

For dip candles, tie some wicking onto a pencil.  Hold onto the pencil and dip the wicking into the pot of melted wax.  Remove the wicking and let the wax cool for about a minute.  Dip it back in again.  After a zillion dips, you will have a candle.
