Question
"Clears aren't allowed to describe the state in detail."

For what reason? Is it because those who are 'unclear' are expected to misperceive the info given and therefore form an incorrect opinion of what it is to be a 'clear', leading to further confusion on their part?

Answer
You answered it yourself. Nothing has been added to a Clear and that's usually how people think of abilities: you gain something. You become Clear by removing your own ideas that you can't do this or that.
On the other hand, if Scientology is bogus, it is a good way to hide that it brings you nothing except convincing you it did bring you something. Once the person has formed his own conviction, he can attest to the state of clear.
If it's true that people are bound by their own postulates (decisions to be) then it is paramount that the person forms the postulate by himself.
