Answer You have asked 5 questions here and each is a complex one but I will try to answer as best as i can. I will have to refer you to other links or books for the answer in most cases however.
1. Can you give me a rundown on what the progression of tech is, from very basic to very advanced?
I guess it starts with self analysis, am I right?
LRH wrote a number of books, and hundreds of bulletins on the progression of the technology of applying the philosophy so it is not practical to give such a rundown in a few sentences.
Most students to the subject do the Saint Hill Special Briefing Course which lasts around 6 months full time and that is designed to give a historical rundown on the technology and includes around 3000 taped lectures.
I would recommend you read some books such as:

Science of Survival
The Phoenix Lectures
Creation of Human Ability
Fundamentals of Thought
New Slant on Life
Advanced Procedures and Axioms
as a basis to understand the philosophy and its practical applications
2. Why do believe that the tech as presented by the church is no longer accurate or achieves results?
Basically because they have altered and changed the technology so it does not give the same results.

Because it has been found the original philosophy of Hubbard produces the results expected of it and knowing that it works by observation.
4. What is the difference in the tech?
Not quite sure what you mean. Compared to what?
5. What are the major flaws of Scientology, as you perceive them?
There are no flaws in the original philosophy or technology. There MAY be flaws in the churches rendition of the technology since it has been changed from the original and does not carry the stamp of LRH anymore. The church simply pays lip service to the philosophy and does not even apply it among themselves.
6. Why do you believe that the tech
This looks like an incomplete question. Works perhaps?
Well from my own experience and many others, It is not a matter of belief, it is a matter of observation. One can see that the original technology works and does as is stated. Much in the same way that one can see a bridge works by virtual of it continuing to be there without falling down.
