I have a similar situation (bedrooms above an integral garage) colder than the rest of the house.

Took off the ceiling in the garage and installed pink fiberglass batts between the joists (hint: use a staple gun and string to hold the batts in place temporarily- jig-jag the string). I then installed 5/8" fire rated sheet-rock as the ceiling, using fire rated caulk to seal all the seams and holes.

About $500 worth of insulation in a two car garage, another $120 in sheet-rock, and $50 in sealant. Oh- and about 6 weekends to get it all done.

The difference in the bedroom floor is VERY noticeable.
