I have lost approximately 30 lbs and cannot afford to replace my wardrobe (from a size 12-14 to a size 8-10).  I am an experienced seamstress, but primarily in the area of home decor.  I don't have any problem altering unlined slacks, waistband size, crotch, etc., however, I'm unsure how to proceed with lined slacks.  Do I unloose the lining from the waistband and alter both pieces separately and then re-attach?  Any input would be much appreciated.

Congratulations on your weight loss!

As a general rule yes, you would separate the lining from the slacks, alter both pieces separately and then re-attach them, but this depends on the original making.  Basically it comes down to how they are constructed originally.  

If the lining is separate now, then it should be separate after alteration, but if it is an interlining rather than being entirely separate (i.e. stitched into the side and inseams with the outer fabric) then you can choose to separate it on alteration or reconstruct it in the same way.
