Question
can I alter a king size comforter and bedskirt to a full size

Answer
It's always easier to go down a size than to get bigger... but I think the challenge here is that it's a comforter and not a duvet cover. Right?

Here's what I would do...

1.  Open the side seams

2. Cut down the interior width to the size you need. I'd leave the length alone.

3. Trim off the excess fabric

4. Tuck in the raw edges about 1"... ideally the inside material is just about even with your folded edges.

5. Hand whip stitch the seams together.

Re: the bed skirt.

If this is a plain or box pleated skirt, I would simply fold in the excess length and width to make it look like the pleats were supposed to be there. And then top stitch across the top. Don't worry about the lining part folding. No one is going to see it.
