This is not really my area of expertise but i think i can at least offer some advice to ease your mind. If your brother is acting as though he didn't realise that his penis went somewhere that it shouldn't have, then he probably finds it too embarrassing to bring up with you. It's very difficult to believe that he didn't realise where his penis was going. Maybe the best thing to do here would be to just forget that it ever happened seeing as neither one of you actually were actively encouraging it.
If you do bring it up with your brother, you could just create problems between both of you because it is a very delicate subject.
