In reply to your question, yes, there are, but they are rare, and hidden.
    You can talk free over msn and AOL chat programs anywere in the world, but high speed internet is requried on both sides to recieve a clear conection, however.... I have you might try this link: http://www.webattack.com/downloadfind.php?st=phone&action=s

you can download several things that will allow you to make phone calls from there.
I had a program once that let me call to a friend in Africa, but the connection was not clear.
