I have a hebe in a container, although it has definitely grown since i bought it, it still hasn't flowered yet. I have also noticed small black spots on the leaves.
Is it beyond redemption!

To be honest, this is a plant that I have had little experience with. I did some checking, and found that there are some varieties of Hebe that do not flower in the first year, and as for the black spots, it sounds like a leaf spot disease, but I cannot find anything in my manuals that would tell me which ype or how to control it.
Your best bet would be to contact the Hebe Society at http://www.hebesoc.vispa.com/ They should be able to guide you further.
