Question
Two.  1. On each side of the name, there is what looks like a Maltese Cross, and a Keystone like for the state of PA.  Is it silver?  2. What doe the initials in a box IS signify?

Answer
Hello Bob.

American sterling will always be marked either Sterling or 925, so if there are no such marks, it's not sterling.

The brand name of your flatware is called W.R. Keystone.  It was one of the many silverplated flatware lines made by International Silver, abbreviated "IS".
