I recently purchased an "antique" silver serving set that has no other markings than the quality of the silver 950 on the bottom of each piece. Curious as to who the maker might be...

Hello Carrier.

Without a maker's mark, it's going to be impossible to ascertain the maker.  

I am also inclined to think your set is not American made.  While a 950 grade of silver is occasionally used in the U.S., it is rare; doubly rare without a maker's mark.  It's probably from a country where a 950 grade is more commonly used.
