UPDATED INFORMATION 2/23/2013:

I have been contacted by another reader who says this is a silver plate tray from Weidlich Brothers. He has asked for the measurements about the tray. I assume he wants to buy it. If this interests you, please send the measurements to me at GeorgiaSilver@bellsouth.net. I'll have the other party send me an email as well and I'll reply to both of you at the same time.

I looked in all my references and I could not find these marks. One guess about part of the marks: the "NS" may mean "nickel silver". If this is accurate, the tray could contain no silver or could be silver plated. See the article below that talks about sterling vs silver plate.
