i have an 8 oz tea/ coffee server that has property of white house on it. is it really from the white house?

I cannot answer your question about authenticity of the White House note and monogram. I can tell you that this piece was made of silver plate by Gorham. The bugle mark may indicate a manufacture year of 1919. However, it does not match exactly the bugle in the picture on this page: . The number below "E P" probably is the model number.
