first of all, I can't reply to your email address directly, because the system would then complain that I haven't answered your question yet. But you will probably get a notification on your email. So much for that.
All the major unis in Slovakia are state unis and are for free. However, if you want to study in a language other than Slovak, you will probably have to pay tuition. I really don't know how much that is.

I think you need a different kind of visa (or a work permit) to work in Slovakia. For studies, you probably don't need the work permit, so it may be easier to get.
I have to say I am not a law expert. If you need to be sure about this, you had better contact the Slovak Embassy in India, I am sure they will be able to tell you all the details.
