I have the same machine with a similar problem.  My fuel pump would not run when the switch was turned on.  The fuse kept blowing.  I replaced the fuse holders with sealed type available at NAPA parts stores.  About six months later, same problem.  This was bad/loose connections at the fule pump.  Recrimped the spade connectors, so far so good.  I'm looking for a better connection setup for fuel pump.

I think the charge circuit may be through that fuse, not sure.  That may be why the thing is not charging properly.  Those open fuse holders get full of dirt and bad/intermittent connections result.  That's why I went to  the sealable type, they are only about $5.
