The the wire that ties into the heating element is broken between the attachment point and the socket. It is hard to tell because of the insulation but if you feel carefully while slightly bending the wire, you will be able to fing the break. Clip it off and strip the end of the wire and reattache it to the element. Keep the wire as far away from the element as you can to keep it from getting hot. You can shove some of the insulation beween them. THe bulb is a 2.5 volt lamp and works like a shunt as it is wired in PARELLEL with the return end of the element.
