can a keeper carry the ball into his own penalty area and then handle it with his hands?

Answer
The goalkeeper can only handle the ball inside his own penalty area.

A goalkeeper can only handle the ball for a duration no longer than six seconds.

If a goalkeeper carries the ball fro outside the penalty area to inside the area he/she will be penalised and a direct free-kick will be given from where the goalkeeper first touched the ball.
