Is knitting at a birthday lunch bad manners ???

Knitting at the dinner table is never appropriate. Knitting while sitting around chatting is usually fine especially as many knitters can knit and chat at the same time. I prefer having someone knit than chew gum. I would need more information to give you any more guidance. I hope this helps.
