Hello,
In rule 8 section 5-E, it states that
"When a pitcher makes an illegal pitch, providing the offensive coach does not take the result of the play".

Below that is the EFFECT:
It states "Delayed Dead Ball and the batter and runners are entitled to:
1.Three bases from the time of the pitch on a batted ball.
2.Two bases from the time of the throw on a thrown ball.
3. One base from the time of the pitch on a pitched ball.

Also after the EFFECT on the bottom of page 90,
the top of page 91 states that

B. A batter is awarded one base only on the third strike in Fast Pitch and Modified.

I know that the correct rule is Rule 6 section 1-E 2.
If the manager does not take the option of the play, than it is a ball on the batter and runners are advanced one base.

What I don't understand is why it seems that the ruling gives the batter bases.
I was doing a game the other night and the coach was very insistent that the batter was supposed to get first base on an illegal pitch according to these statements.
I finally got him to go back to the dugout, but I thought I was going to have to either sit him down for the remainder of the game or even worse, eject him.

Assuming girls fast pitch, I don't know if others are different.

1.Three bases from the time of the pitch on a batted ball.
This is the penalty for a player throwing her glove at the ball and hitting the ball with the thrown glove.

2.Two bases from the time of the throw on a thrown ball.
This is the penalty for a thrown ball that goes out of play.

3. One base from the time of the pitch on a pitched ball.
This is the penalty for a pitched ball that goes out of play.

If the manager does not take the option of the play, than it is a ball on the batter and runners are advanced one base.
This is the correct penalty for an illegal pitch.
