Question Hello Mr.Lion
As most websites that are being designed and developed nowadays are content management driven (CMS), what would be the best CMS software to use to build a website for a client? Joomala or Word press? I hear a lot of great things about Word press, but is it a CMS or just a blogging tool.

I'm more specialized in localization issues, but I will try to give you my answer to this. Feel free to consult other experts on the site that could probably help you further.
Joomla is a powerful CMS tested in multiple sites.
Wordpress is a CMS too in essence, with a major focus on blogging. It is far more than a blogging tool though: with multiple plugins, themes, etc... it could be used for complex sites too.
As you can expect, choosing between the two will depend on what kind of site you want to build. My advice is that you check similar sites to what your objective is, and analyze how they are built. If both are used, take the easier for you, for instance, with joomla, you need to have sql and apache support on your hosting, check that you have that available.
