Experience
I have been 8 years on a 99%+ raw version of the Palaeolithic Diet and experienced numerous health benefits as a result, being fully recovered from my previous symptoms from my cooked-food days. My own individualised raw, paleolithic diet routine is mostly based on Aajonus Vonderplanitz's Primal Diet(ie 99% raw, usage of "high-meat",no processed supplements, using primarily naturally-reared, organic or wild sources of raw foods) but, for personal reasons, I have also been, to some extent, influenced by ideas from:- Instincto(ie:- taste/instinct,no raw dairy/no raw veggie juice), Weston-Price(eg: preferring grassfed meat to grainfed meat, incorporating a wide variety of raw organ-meats into my diet along with the usual muscle-meats, and Vilhjalmur Stefansson(high-fat diet, pretty high proportion of (raw) animal food), but also eating some raw carbohydrates such as raw organic/wild fruit/veg/honeycomb etc.). I'm also a firm believer in the feast-and-famine idea (ie Intermittent Fasting) as regards boosting one's energy levels, and giving my body a rest from constant digestion.

Question
Hey RPG, if a person decided to follow a paleolothic diet in which 75% consisted
mainly of raw animal innards and some fruits and vegetables with it and the
other 25% being cooked muscle meats like steak and chicken, would that person
be able to attain good health even though they are not 100% raw?

That all depends entirely on what you mean by "good health". There are, after all,   cases of people who've recovered from diseases such as cancer, for example, despite being on heavily-processed junk-food diets. That said, I don't think that a very high level of good health can be achieved unless one is following a 90%+ raw diet, judging from various accounts in the RPD community. The reason for this is that if the amount of cooked food in one's diet is more than, say, 10%, the body will tend to be in a relatively continuous, awkward state of detox(eg:- constipation/diarrhea etc.) - this would be due to constantly mixing two radically different types of food together at the same time, which the body would find difficult to adapt to - and if the proportion of cooked-food is much higher than 10%, the body will tend to be swamped with toxins which it will be unable to get rid of easily, in the long-term.

On the other hand, proteins are less affected by the process of cooking than raw fats, so it's a better option than it might seem.

(I do very occasionally have to eat cooked-food on certain social occasions, such as Christmas etc. - and I generally find, during those dinners, that eating a couple of raw eggs, and, in particular, taking some high-meat, either before or after the meal, tends to counteract any potential side-effects).

All in all, I can't really state for certain how a 75% raw diet would affect you as an individual. I would think that such a diet should, over time, help heal at least some  of the health problems you've been experiencing, albeit at a slower rate than on a 100% raw diet(that is, assuming you're not eating any potentially allergenic raw foods). Ultimately, you will have to experiment over a set period of time to see if it works for you.
