Spices & Seasonings/Unsalted Rub

Question
I am a chef who recently started working for a hospital.  I am looking for a beef rub that doesn't use any salt.  I crafted one for our pork loins that consists of a cup of sage, half a cup of olive oil, and a quarter cup of garlic.  But I've never prepared beef before without using some variation of salt.  Can you suggest a tasty but salt-free rub for beef?

Thomas,  That is always the tough one.  When you cannot use salt it just isn't the same.  I have tried using lemon zest as a substitute and it works but you have to use allot of it.  Try lemon zest, garlic, onion, and pepper in equal parts and see how you like that.
