One should probably wear some sort of dust mask for this process. The old putty may contain lead and the preimeter of the panel certainly does.

I have a number of church stained glass leaded square pieces that are held with that same hard putty with a metal type frame I tried a small hammer drill no work tried small disc blade same did not work so I am going to try the hair dryer first as it will get hot but I do not want to cause fire,if hair dryer does not work I thought of a small hand held burner for melting sauder on copper pipe ,just have to watch it does not heat up to much and catch fire !
