Answer The stamp was actually issued in 1945 to commemorate the centennial of Texas' statehood. It is listed in the Scott Postage Stamp Catalog as number 938. The catalog value, used or unused, is 20c. This is the minimum value assigned to any stamp.It is not uncommon to see stamp dealers and stamp collectors place unused examples on their mail.
