hi i was wondering how rare and how much a block of 4 1c green Thomas Jefferson stamps with a inking error on the top 2 stamps many thanks Karl

Thanks for the question,
Carl it sounds like the stamp you have is listed in the Scott Catalog as either Cat. #1031 or #1278 (for the normal stamp), they don't list minor errors. Although inking errors are not considered common, they are far from rare. They would be of interest to collectors of EFO's (Errors, freaks and oddities). As for value, it generally depends on the extent of the error, or what I like to call the eye appeal. It can range from no premium for a very minor error (a couple of extra small ink spots, to about $20-$25 if the stamps are so under/overinked as to make them hard to see the design. There are other types also but the general price range is the same as above. If you wanted to do a follow-up with a picture I could give you a closer estimate of value.
