ANSWER: Dear Shri Prashant ji,
It is really pleasing to know that you consider stamps-collection as a Project assignment for school children. I will add that Stamp Collection or expertly called Philately should be a subject in the school curriculum, expanding it to include study of Post office/Postal system and Communication in the larger field. Lat us start this hobby with an accumulation and handling of stamps, may be for students of 10+ years, specialsing to a particular branch of Philately.
There is no doubt that stamps collection will add to general knowledge, I will add that it will be study of arts, science and social science. Let the student start a project on a specific field of philately say on a theme, a country, aero-philately, postal stationery or a such similar topic.
They say there are 20 million stamp collectors at the school level, the PO has encouraged them to form hundreds of Franklin Stamp Collectors Clubs. Many do drop at a little later time but many do pick up and continue when they are somewhat independent to think, have their own resources and money, then they do encourage their youngsters. It is a fact that there are proportionately more advanced philatelist in the US as compared to those in India.
Let's start, we will attain our aim.Wish you all the best in your endeavor.....bk
PS, I did start the reply soon after getting your mail but it got delayed, just thinking to put it suitably, regret for the delay

ANSWER: Dear Shri Prashant ji,
Your thinking seems to be good and reasonable. I will add that this assignment be for students upto the age of 11 or so. For elder students upto age of 14 or so, there should be study and mounting relating a specific country or theme. A similar assignment can be entrusted to higher age students to do with real stamps & philatelic materials on proper display sheets, as if it done for a competitive philatelic exhibition. Let's begin....bk

QUESTION: Dear BK

Thank you.

If i am not wrong in India, Postage Stamps are released after the demise of the Great People viz Freedom Fighters, Political Leaders, Business Leaders, Scientists, Artists, Sports Personalities etc apart from Historic places.

I Feel the Living Legends should be honored when they are alive by releasing their stamps because the honor received when the legends are alive is more than the person/s who is/are no more.

Answer
Dear Shri Prashant ji,

Yes, normally stamps in India are issued on personalities who are not with us. There are a few exceptions such as of Dr M Visvesvaya, in 1957 and for  a few Presidents when they left the Office. There are guidelines for issue of stamps but followed more on paper. Whether a stamp should be issued for a personality during his lifetime or not, is a matter of debate. Just imagine, the political set when rules are likely to be deviated and bent conveniently, there may be clamor for issue of stamp when a person is alive, probably no hold and bureaucratic set up is willing to oblige. Where will we reach? Leave it to imagination....bk
