Stamps (Philately)/10 Cent Internal Revenue Stamp

I have a pen-cancelled blue stamp with a picture of George Washington in the middle. On the top in a scroll is printed "U.S. INT.REV."  On the bottom of the stamp in a scroll is printed "TEN CENTS." It has the number 10 in an oval in the top right and bottom left. The rectangular frame around Washington is beveled on the 4 corners.
Can you give me an idea of the year and value. Thanks!

Your stamp reads like Scott number R109, the 1871 second issue revenue, which has a catalog (retail) value of $1.50 in fault-free, eye-appealing condition.
