Question
I was hoping to be able to send a picture, because I don't know what year and I can't seem to find anything in my internet research. But it is a George Washington Two cent stamp with a red brown outside border and George Washington himself as black and white any information you have would be appreciated thanks

It reads like you are describing a revenue issue from 1871, specifically Scott number R135.  It is a fairly common stamp, valued at 40 cents in fault-free, eye-appealing condition.  Revenues were used to show that the federal tax was paid on the item to which it was affixed, such as a bank check, a legal document, or a photograph.
