QUESTION: Can you tell me if an autographed on signed stamp sheet has any extra value and might be worth collecting. there is a sheet of Bird Stamps signed by Brothers Arther and Allen Singer it is on Ebay for $4,000. is this far too high a price or truly a collector item? Are they important to the stamp or just some one who has signed it. thanks again.

The 1982 50 different State Birds and Flowers issue was indeed designed by father and son team Arthur and Alan Singer, but I have no idea if the signatures on the sheet are authentic.  I also have no idea if the designers are still alive, such that they can sign more sheets (there are very many mint sheets still in existence).  In any circumstance, I don't see why such a signed sheet merits the hefty price of $4,000.  But please note that my expertise is stamps, not autographs.

QUESTION: In general, does the signature of the artist or any prominent person add to the value of a stamp sheet or in facts lowers the value as it is not pristine mint; but has been written on?

A signed sheet by the artist who designed it or perhaps some famous person connected with the subject does add value in the minds of some collectors, but exactly how much is pure speculation.  Federal Duck Hunting stamps do have a following with regard to artist signed items in the marketplace.  Outside of duck stamps, I come across very few artist signed philatelic items.
