Question
Hi Mark,I understand the US 211B was issued  as a special printing. "special" for what? Were not some used as valid postage? Also, Why were some issued with gum and some not? Thank you, Russ

Answer
Russ,

The Special Printings were printed and sold as collectibles, and were not valid for postage.  There is an argument to be made that special printings do not belong in stamp albums or stamp catalogs because they were not issued for postal use.  But they are so popular that everyone overlooks this.
