ANSWER: Hi John -
That first one is a tough one. I would say that the Krenim would have a slight advantage given their temporal weaponry, however the members of the Think Tank would probably anticipate that and develop some type of countermeasure. I would bet that such a conflict would lead to the mutual annihilation of both parties.
Cytherians vs. Think Tank hmmmmm.....again the Cytherians might have a slight advantage in that their technology seems to be able to convert humanoid minds (as they did with Barclay) so they might be able to exploit that advantage against the members of the Think Tank. As with the first question, I think a conflict between the two would lead to mutual destruction for both parties.
I must confess that I'm not too familiar with Popeye or The Mask, but I do know that both seem to be able to defy the laws of physics. I think a conflict between the two would come down to who could last longer. I am guessing that the Mask could utilize his powers longer than Popeye, as his last spinach ingestion would eventually wear off and he would return to a 'normal' human level of strength and ability.

Hmmm, I think such a conflict would have galactic implications, but would have to go with the Cytherians. Even though the Krenim had chronometric weaponry, their isolationism and purist type policies strike me as the marks of a socially immature race. Though their technology is indeed impressive, the Cytherians showed that they had more open minds and a willingness to, and hunger for learning.
Because of that I would guess that the Cytherians are slightly more intelligent than the Krenim, as they see the value of mutual cooperation, exploration and learning. Given that I would bet on them in any conflict involving them and the Krenim.
