Data certainly knows the entire roster of the Enterprise. Besides Voyager, would he know the entire roster of every ship in the Fleet?
ANSWER: Hi John -
Not that we've seen specifically. I doubt a Borg Drone would go to her for advice, or the individuals depicted in The Masterpiece Society, but that has more to do with them than Guinan herself. Species 8472 probably wouldn't' and I doubt an Ocampa would as they see the Caretaker as a type of deity (all knowing etc.).
A member of the Kazon probably wouldn't, nor would a Cardassian probably think someone like Guinan would know much about their lifestyle. Ensign Ro seemed initially reluctant to trust anyone though Guinan eventually won her over.
If Guinan needed advice she'd go to Picard (as she did in "Yesterday's Enterprise") and, as a second choice I think she'd either go to Dr. Crusher or Deanna Troi.
If the individuals you listed knew of Guinan's reputation and unique insight I think all of them would go to her for advice as seeking the counsel of knowledgeable others is a mark of wisdom. All of them except:
Apollo - He's just too arrogant and convinced of his own superiority.
Enhanced Barclay - I think the Cytherians enhancements just had him too far gone to accept advice from what he would consider an inferior.
Lore - I doubt he'd open himself up to a point where he could accept any observations he hadn't made himself.
Other than that I think all the others would at least listen to what Guinan had to say, even the Kelvans.
Given Data's near infinite capacity for storage (I think he once said it is measured in gigaquads) he probably could store that much information however, as quickly as personnel get transferred, promoted and/or killed on all those other ships there is no way he could keep such a listing current unless he was getting daily uploads from Starfleet Command.
So, I think he could store that much info, just that he'd have a devil of a time keeping it current.
Thanks!
Deran

QUESTION: Don't the DS9 augments also consider themselves superior, and might not seek Guinan's help? Are you sure about odo? I thought he didn't like solids too much.
More likely to join Federation?
A) Ferengi
B) Cardassians
A) Romulans
B) Ferengi
A) Romulans
B) Cardassians
A) Jem'Hadar
B) Romulans
Answer Hi John -
They might but I think Guinan could talk them into listening to her, she is very persuasive.
It depends on when you were looking at Odo. At the beginning of DS9 he probably wouldn't, but by the end of the series he is relying on Kira heavily for support and advice (even entering into a relationship with her) and he respects Sisko, so, I think he might actually listen to Guinan.
I think the Cardassians would be more likely to join the Federation, particularly after the devastation of their home world at the end of the Dominion War. The Ferengi would have to alter their culture in a major way in order to fit in the Federation's "moneyless" society that is in no way concerned with profit.
Again, I would bet the Romulans would be more likely to join than the Ferengi. The Romulan values of territorial expansion would fall in line more closely with the Federation's philosophy of exploration and contact much more easily than the Ferengi drive for profit would.
I think the Cardassians would be more likely to join the Federation than the Romulans. After the Dominion War Cardassia Prime was crushed so joining the Federation would be more a matter of survival for the Cardassians than debatable choice.
My guess would be the Romulans would be more likely than the Jem'Hadar. The Romulans already run (or ran until the latest Trek movie) an empire and know the necessities of politics at least on some level. Given the size of their Empire they must have representatives speaking for the various parts of it, and I think that idea is supported by the existence of the Romulan Senate.
The Jem'Hadar are used to blindly obeying orders and have no concept of democracy, representation or really having much say in the directions of their lives. I would guess the average citizen of the Romulan Empire would understand those things on some level and that their understanding would make integration into the Federation easier and more probable.
