Actually, it is part of a joke.  Lavelle is trying to get in good with Riker, so he uses the informatoi\\ion that he is Canadian to butter him up.  When Riker informs Lavelle that he is actually from Alaska, poor Lavelle deflates and has to leave.

After Barclay is told these things, he approaches Riker and comments on his Canadian heritage to which Riker replies that he is actually from Alaska. Barclay was merely either lied to or given bad information, as part of the script.

In the episode Lower Decks, The ensign is misinformed about Riker being Canadian and Riker corrects him that he is from Alaska.

Several minutes later in the same scene, Riker corrects the situation by saying 'No, I'm from Alaska'.

If you watch for another 5 minutes, you will learn that the waiter was misinformed, which creates an awkward situation for the young office who tried to start a casual conversation around the topic of his own Canadian grandfather.
