George Lucas' idea of stormtroopers came partially from troops of the German Empire, who, not surprisingly, were also called "stormtroopers" (or the Imperial German Stormtroopers). The Imperial German Stormtroopers played a prominent role in World War I, and were tasked with carrying out the new "infiltration tactics" thought out by the Germans during the war's final years.
However, some people speculate that the Stormtroopers in the Star Wars universe more closely resemble the German Sturmabteilung, who were active during the Nazi Party's reign in Germany (and of course, during World War II). "Sturmabteilung" is oftentimes translated as "stormtrooper", although "storm detachment" is probably a more accurate translation. Like the Stormtroopers of Star Wars, the sturmabteilung were very obedient to their leader (Hitler), they used excessive force, and they were also an independent entity separate from the overall army.
