Question
the steering column has a "dry" feel and make a rubbing noise on some slow turns.  Also, there is a vibration or knock in the column that seems worse during cold weather.  Dealership fixed once under warranty but it is back

Answer
Hello Cale,
If the dealership repaired it once, take it back. They probably greased the intermediate shaft which solved the problem the first time... until the grease squeezed out. Maybe this time the dealership will replace the shaft with the greaseable upgrade.

Hope that helps,
Have a great day!
