It appears you have not removed the housing from the tilt assembly. There is a special tool that is like a hose clamp to clamp around the housing and attaches to a slide hammer to remove the housing (press fit). Once removed, the screws that hold the tilt assembly together can be removed and the rest should easily be disassembled. Be careful when removing the springs as they are hefty.

DR-2-63 is the same number as full size cars with tilt. The 64 Chevrolet passenger car has disassembly instructions. There are several special tools required to take one apart. I just took a 64 Impala apart. Without the special tools you won't have much luck.
