Subject: cannot get upper housing off

Question
I'm trying to remove the upper housing from my floor shift, tilt steering wheel.  I'm able to slide it up about 1/2" but then it's getting caught on something around the area of the "sector".  The lock cylinder is out, the wire harness has plenty of slack,etc. It seems like it should just slide out but it's getting hung up on something

 I know it sounds funny but are the three T30 bolts pulled out the way out? sometimes you can turn them 4,000 times and they still get a thread stuck in there, that can make the upper bowl get hung, unless the lock pin has gotten stuck in the hole for some reason, never really had that happen to me, though
