I created the 5 CD bootleg "Rewind Selector" which documents the influences of Sublime and was the topic of a Spin Magazine interview.

Answer It's difficult to say what the lyrics of the reggae song mean, line by line because of cultural differences, but it's clear that the song Brad sings is about the dangers of sexually transmitted diseases in the 90's dating scene. The laserbeam may be a simple reference to a powerful doctor's tool that isn't necessarily used to cure any diseases, but is known for its strength to "clean" by cutting or burning off undesired parts -- not a literal reference by any means.
