Experience I have been a huge fan for 14 years, I ran a server which distributed Sublime's live and unreleased music 24/7 for 4 years, I have answered questions about the band daily for years on their old website, and I know some of the largest collectors in the world. I created the 5 CD bootleg "Rewind Selector" which documents the influences of Sublime and was the topic of a Spin Magazine interview.
Education/Credentials I did not study music in college, but I majored in English, so I can write a clear response. I worked as a research assistant in the past, so I have skills in research if I need to figure out an answer.

Question I am a Sublime collector, and I was just wondering if there is any place I can purchase the "Crazy Fool" biography without having to trade my first born? I know that originally the proceeds of the book were going to the Jakob Nowell College Fund, and I'd be fine spending that type of money if I knew that's where the money was going; but I kinda have a feeling that most of the people selling this book are basically scalping these things to the highest bidder. Anyway, if you could let me know if there is any place to find one that would be great! Thank you.

First of all, Jakob's college fund is all set. No worries there. Second, there were 11,000 printed and there will never be more printed (straight from Jim Nowell) so I wouldn't really call it scalping at this point. The book is 100% sold out and has been for years. It's not a collectible. I'd say 99% of the people who cared to buy the book know the value of it, so in short, no there is nowhere to buy it for less than $300.
As a collector, I assume you are looking for an original copy to add to your collection. Short of that, I think it's very important to have fans (especially the young, new ones) get to at least read this book, if only because it doesn't gloss over the addiction.
