Answer Yes. You could even tow a heavy load a short distance in low range, but you would be going rather slowly. A couple of years ago, I towed an Expedition with my Samurai about three miles to the top of Loveland Pass in central Colorado to a wide spot where it would be out of the way. 12+k feet altitude. First low all the way.....
