Question
Have a RCA 36" Entertainment Series constructed in 1999.  Occasionally the screen shows a green horizontal translucent bar, about 2" tall.  I have tried adjusting tint settings, but it doesn't go away.  Appears to pick up something in the picture and translates to this horizontal bar.  Bar moves in different areas of the screen, depending on what the screen is showing.

Answer
It seems to be a problem in the synch separator and vertical blanking retrace circuitry.  It may be one of the many discrete components or an IC in that circuit area.  Most likely the testing technician would recommend a board replacement.  The cost will be quite high - over $200 and if a new board is needed the cost could go much over that.

The set is getting old; may not be worthy of a big expense.
