I also have no access to documebntation for sets outside of the United States.

Question
I have a hitachi tv that i think is a projector screen, and when you turn it off, the cooling fan still runs until the power is shut off.

Answer
Gabe,
  I cannot give you a definitive answer because you have left out the one thing I need to do any research, the MODEL NUMBER.
Then also, as my profile reflects, I do not work on projection TV's at all.
Having said that, I will speculate with one possibility. IF your set is an LCD rear projection or DLP (Digital Light Projector), then you will have a lamp in the set. The lamp produces a lot of heat. The cooling fans are there to dissipate that heat. The lamp does not become cool at the moment you shut the set off, and to keep from damaging plastic parts with this heat, the cooling fans run until the lamp has cooled off some. This is a normal, safety related operation, and is not a defect.
