Since table tennis is a single game, that is it does not involve teams, it's hard to determine which country that has the best players. However, I can comment on the associations in general. As you mentioned, the strongest association is the Chinese then comes some of the eastern europian associations like Bulgarian. Russian & Korean are also from the good associations.
The world's best player according to the ITTF ranking is Chinese.
