Is the station manager the person who would make changes in a small television show to boost ratings? Does he also hire host and co host?
Who complains if a dumb program hurts ratings and who makes changes in show to please viewers?

I am writing a story  about a hunting TV show in Michigan that makes a great change when ratings drop.

As a general rule, a station manager could certainly make changes at a television show.  They may also be involved in hiring and co hosting.

Every television station is its own entity, however there are some consistencies in that way television stations are operated on a day to day basis and the like.

Re complaints, one may complain to a program manager, media owner, advertisers of a show, or even write to a newspaper or post internet reports or do a campaign against it, if they choose to.

Sometimes complaining to a program manager can be effective, other times not. It's a case by case basis.
