Tattoos/how does one become a tattoo artist?

I think he might have been asking as far as credentials. I am interested to know what are the credentials to becoming a tattoo artist in Illinois. I am an esthetician and love to see my clients face when they see their eyebrows waxed. I would love to step that up with tattooing their eyebrows. I have been researching it and nothing is black and white. can you perhaps give me a more concrete answer to this? some of my research says some kind of medical license but I know an esthetician (no other credentials) just started to tattoo eyebrows. She went over seas took some classes and came back tattooing. Is it really that easy?
