Question I am starting a partnership with an individual(50-50).
we plan to write into the partnership agreement that I will be
paid a certain amount by the partnership and the partnership
will withhold and pay FICA, fit etc and issue me a W-2, reporting this as wages on the partnership tax return. Is this acceptable if we both agree to it.

No, that is not allowed by the IRS. As a partner, you cannot be an employee. You receive a K-1 at the end of the year and pay self-employment taxes on your share of the earnings. You would have to received a "guaranteed payment" that would be reflected on your K-1.
