Four siblings own a rental house, which they want to rent as a title 8 house.  HUD requires them to file a W-9 but only asks for one TIN.  My brother filling the W-9 form is worried he will be hit with the full income if he uses his TIN.  How do we solve this problem?

Setting up a partnership?  Filing 4 W-9's? Instructions say list the partners but use the TIN of the first line.

Shouldn't present a problem.  If a 1099 is issued under his number, he can report the entire amount on his return, and take a deduction on Schedule E for the distributive share of the other owners.  However, I would suggest that reporting it as a partnership would be a simpler approach, and cleaner.
