What happens when a US citizen that lives outside the United States, does not file IRS tax returns? He earns less than $1,000.00 a year and the cost of filing cost more than his annual income.

as long as he does not also have a foreign bank account with more than 10k usd in it, not much will happen.  

inquiring minds have to wonder how he lives on 1000 a year.  retirement income is also usually reportable.  

cost of doing a very simple 1040 is not over 1000.  (likely not over 200, either)
