how to manage some of personnel in a system without encourage or punishment ?

Dear Alis,

I am sorry that this has taken so long to answer.  I was on vacation and all messages were to be put on hold and were not.  

I am not sure about what you are asking but I will do my best given what you have said.  As a manager of personnel, we should always focus on the positive by providing support to our staff according to their individual needs.  Punishment is not our job in that we are not a judicial entity.  You can provide honest feedback on weaknesses with specific written suggestions and timelines for improvement.  Be sure you document every thing you do when dealing with an area that ultimately might mean dismissal or cancellation of a contract.
